We use the relationship

[tex]\frac{side,A}{side,B}=\sqrt{\frac{area,A}{area,B}}[/tex]

So
side of smaller polygon / side of larger polygon
=sqrt(81/100)
=9/10

side of smaller polygon
= (9/10)*side of larger polygon
= (9/10)*(5")
=4.5"
