Ok, so the sum of the angles of a triangle are 180 degrees. 

Add the ratios together: 8+3+9 = 20.

The smallest angle is 3/20 * 180, so it has a measure of 27 degrees.
It just a matter of how to split 180 degree.

8x + 3x + 9x = 180
              20x = 180
                  x = 9

The smallest piece is 3x, which is 27.
