It's C, persecute, because persecute means mistreating an individual or a group.

well we know it won't be B because the sentence- I hope those mean kids won't conclude the new kid- doesn't make sense.

D doesn't make sense either, I hope those mean kids won't detect the new kid. yeah no not really.

That only leaves C so I hope those mean kids won't persecute the new kid. that works well
