The answer is: False.  There are several organizational patterns for public speaking, and each one has a different  and specific purpose. So, it's not appropriate to use just one pattern for informative outline (organizational format- topical), which is to inform the audience, and for persuasive outline (organizational format- sequence), which is to inspire people to take action.
