Read the passage, but as you do, underline Kennedy's thoughts about war.  Soyinka considered war to be a time for people of his country to commit to the evolution of the politics of the country, but believed in a world of peace.  As you read about Kennedy, he, too, looked to a world of peace, rather than war.  Neither man believed in weapons of mass destruction, so your answer needs to include both ideologies.
