Special-purpose districts are local governments designed to meet a specific need.
They are independent from other local government units (counties, municipalities, or towns) and only serve one specific function over an area. These functions are not covered by the general-purpose districts. They include the upkeep of:
- stadiums,
- parking areas,
- cemeteries,
- sewers,
- and water and electricity supply for example.
