b ok so here me out if you divide 7 by 4 you get 1.75 times 100 =175 ok divide that by 60 you get 2 hours, ok so 2 times 3 is 6, now we add the minutes back on  were yo get 2.73 ok now 8.73 but there's only 60 minutes in a hour so its 9.13 so we add on the extra seconds witch is .7 so its 9.20. btw this might be completely wrong sorry if it was!
