Tsar Nicholas II introduced:
(1) the October Manifesto, which is a document promising political reforms on October 30, 1905. This promised the people the freedom of speech, press and association.
(2) the introduction of a State Duma - a national parliament, elected by the Russians, to participate in the formulation and passing of laws.
