Why is California's high-speed rail such a groundbreaking effort?

Why will it take so long to complete the high-speed rail route?

Should other states wait to see if the high-speed rail system works well before starting their own plans for similar systems?

Could someone help/explain this?

1. A high speed route will greatly speed travel between may major California cities. Trains are more efficient and environmentally sound than driving or flying. 

2. New tracks must be laid and overpasses built to separate road and rail traffic.
