When we take center longitude line into account when determining the time a sundial will give - one complete rotation and such complete rotation takes 24 hours which we categorize as one day.
The position of the sun relative to the prime meridian (the zero longitude line through Greenwich, England) actually determines the time. When the prime meridian lies directly below the sun, the time is actually noon Coordinate Universal Time (UTC).
If each time zone were actually 1 hour apart, there would be 24 in the world. But several time zones have the only 30 and 45 minutes offsets, making the total number worldwide will be much higher.
