Let's a and b the 2 angles.

a+b=180 (1)
a=b/3+8 ==> 3a-b=24 (2)

(1)+(2)==>4a=204==>a=51(°) and b=180-51=129(°)

Proof:
129/3+8=43+8=51
129+51=180
