So your main goal is to get n by itself right? Well here is what you do.
-np - 4 ≤ 2(c- 3)
First distribute.
-np - 4 ≤ 2c - 6
Add 4 to both sides.
-np ≤ 2c - 2
Divide by -p.
When you divide or multiply a negative the sign switches.
n ≥ 2c + 2/p
