C or "create even division among the government's branches. It's part of the checks and balances they put into place so one branch couldn't be more powerful than the other. 
It's original purpose was to create an even division in the legislative branch to evenly benefit north and south. However, it eventually was the system that determined how slave states determined, along with number of votes each state got. So it is between C and D, but im almost certain its C.
